Commissioner for Handlooms
About Us
Office of the Development Commissioner for Handlooms was set up as
an attached non-participating office on 20th November, 1975 under the
Ministry of Commerce . At present it is functioning under the Ministry of Textiles. The Office of the Development Commissioner for Handlooms is headed by
an Officer of Joint Secretary level having its Headquarters at Udyog Bhawan,
New Delhi.
1. 25 Weavers’ Service Centres in 20 States are functioning under
the administrative control of Office of the Development Commissioner for
Handlooms as Field Units to look after the needs of the handloom weavers like
their skill up gradation, design development etc. Five Indian Institutes of
Handloom Technology situated in five States are functioning to conduct Diploma
in Handloom Technology and Post Diploma in Textile Chemistry to cater to the
needs of Textile Sector.

Further, Office of Development Commissioner for Handlooms has one Enforcement Office under it, with its regional offices at Chennai and Ahmedabad to protect handloom sector from the clutches of the powerloom sector
through the implementation of Handlooms ( Reservation of articles for
production) Act, 1985.
3. The Office of the National Handloom Development
Corporation, Lucknow is functioning under the Chairmanship of DC(HL)
basically to provide input support through procurement and distribution of yarn,
Dyes, Chemicals and marketing of handloom fabrics.

He works under the orders and supervision of the Assistant Director and is fully responsible for the work entrusted to him. Where the line of action on a case is clear instructions have been given by the Branch Officer or higher officers on receipt/PUC, he should put up draft without much noting. He is mainly looking after the work relating to the Marketing Incentive Component of Integrated Handloom Development Scheme (IHDS) and other Misc matters relating to RTI, PMO references, VIP references, Parliament Questions etc. and accordingly he will process the proposal(s) keeping in view the following criteria as per the norms of the scheme: |
i). |
Through check up all the claim(s) documents submitted by the State Governments and ensured before processing the case that the State Government has submitted requisite documents as per the norms of the scheme. |
ii). |
Making proper reference related with the proposal(s). |
iii). |
Timely submission of RTI,VIP, PMO references. |
iv) |
Timely submission of data to the Coordination Section and Cluster Section for compilation. |

He is responsible to look after all the work in the absence of the Section In- charge (Assistant Director). |

He works under the orders and supervision of the Assistant Director and is responsible for all the work entrusted to him. He is looking after the work relating to the VIP references, PMO references, RTI cases, Updating UCs, maintaining date in respect of following discontinuing schemes:
- Deen Dayal Hathkargha Protsahan Yojana.
- Project Package scheme.
- Integrated Handloom Village Development Scheme
- Handloom Development Centers (HDCs)/Quality Dyeing Units (QDU).
- He is also responsible-
- to draw attention, where necessary, to precedents or Rules and Regulations on the schemes.
- To put up a Guard file, if necessary, and supply other relevant facts and figures;
- To bring out clearly the question under consideration and suggest a course of action wherever possible.
